Legal Notice

NOTICE IS HEREBY GIVEN that a budget hearing of the qualified voters of the Monticello Central School District, Sullivan County, New York will be held virtually on Thursday, May 6, 2021, at 7:30 PM prevailing time for the presentation of the budget document.  This meeting will be only for the purpose of discussion and explanation of the proposed budget, and a live stream of the meeting can be accessed on the district’s YouTube channel

AND FURTHER NOTICE IS HEREBY GIVEN that the annual meeting and election will be held on May 18, 2021 at the polling places established pursuant to a resolution of the Board adopted March 18, 2021 between the hours of 12:00 PM and 8:00 PM, prevailing time, at which time the polls will be opened to vote by voting machine upon the following items:

1. To adopt the annual budget of the School District for the fiscal year 2021-2022 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.

2. To elect three (3) trustees of the Board of Education for three (3) year terms commencing July 1, 2021 and expiring on June 30, 2024.

The following vacancies are to be filled on the Board of Education:

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2021-2022, exclusive of public monies, may be obtained by any resident of the District during business hours beginning April 29, 2021, except Saturday, Sunday or holidays, at the Central Administration office, 60 Jefferson Street, Suite 3, Monticello, New York, and at each of the following schoolhouses:

Monticello High School, 39 Breakey Avenue, Monticello, New York

Robert J. Kaiser Middle School, 45 Breakey Avenue, Monticello, New York

Emma C. Chase School, 28 Pennsylvania Avenue, Wurtsboro, New York

Kenneth L. Rutherford School, 26 Patricia Place, Monticello, New York

George L. Cooke School, 69 Richardson Avenue, Monticello, New York.

A copy of such statement will also be available at the Ethelbert B. Crawford Public Library, 479 Broadway, Monticello, and posted on the School District’s website at https://www.monticelloschools.net.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at his/her office in the Central Administrative Building, no later than April 19, 2021, between 8:00 AM and 5:00 PM.  Each petition shall be directed to the District Clerk, shall state the name and residence of the candidate, shall state the specific vacancy on the Board of Education for which the candidate is nominated and the name of the last incumbent, if any.  Petitions must be signed by at least 25 qualified voters of the district and must state the name and address of each signer.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the District Clerk beginning April 15, 2021, during school business hours. In accordance with Education Law §2018-a, such applications may not be received by the District Clerk earlier than April 19, 2021 and completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter or the agent named in the absentee ballot application.  Absentee ballots must be received in the office of the District Clerk no later than 5:00 PM, prevailing time, on May 18, 2021.

 

Pursuant to the provision of Section 2018-a of the Education Law, qualified voters who meet the criteria for “permanently disabled” and are so certified by the Sullivan County Board of Election, will receive paper ballots by mail.

 

A list of persons to whom absentee ballots are issued will be available for inspection by any qualified voter of the District in the office of the District Clerk on or after May 13, 2021, between the hours of 8:00 AM and 4:00 PM on weekdays prior to the day set for the annual meeting and election, until May 18, 2021, the date of the annual meeting and election.  Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.  Such written challenge shall be transmitted by the District Clerk to the Inspectors of Election on election day.

 

AND FURTHER NOTICE IS HEREBY GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law.  If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election.  All other persons who wish to vote must register.

 

The Board of Registration will meet at each of the registration places designated below on Tuesday, May 11, 2021, between the hours of 4:00 PM and 8:00 PM, prevailing time, to prepare the register of the School District for the Annual Meeting and Election, and any person not heretofore registered shall be entitled to have his or her name placed upon such register, provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Annual Meeting and Election for which the register is prepared.

 

AND FURTHER NOTICE IS HEREBY GIVEN that qualified voters of the Monticello Central School District may register at the office of the District Clerk of the Monticello Central School District at 60 Jefferson Street, Suite 3 on any school day between the hours of 8:00 AM and 4:00 PM prevailing time up until Tuesday, May 11, 2021, the date of such meeting of the Board of Registration.  At this time any person shall have their name placed on the election register, provided that at such time the person has proven to the satisfaction of the District Clerk that he/she shall be entitled to vote.

 

AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the Monticello Central School District by requesting and returning a registration application to the District Clerk in person, by mail to 60 Jefferson Street, Suite 3, Monticello, New York, by email to jmontes@k12mcsd.net or fax sent to (845)794-7710. The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on April 22, 2021.

 

AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the Monticello Central School District may request an application for a military ballot from the District Clerk in person, by mail at 60 Jefferson Street, Suite 3, Monticello, New York, by email to jmontes@k12mcsd.net, or fax sent to (845)794-7710. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail or in person to the office of the District Clerk at 60 Jefferson Street, Suite 3, Monticello, New York. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 p.m., on April 22, 2021. Military ballot applications received in accordance with the foregoing will be processed in the same manner as a non-military ballot application under Section 2018-a of the Education Law.  The application for military ballot may include the military voter’s preference for receipt of the military ballot by mail, fax, or email. 

 

AND FURTHER NOTICE IS HEREBY GIVEN, a military voter’s original military ballot must be returned by mail or in person to the office of the District Clerk at 60 Jefferson Street, Suite 3, Monticello, New York. Military ballots shall be canvassed if they are received by the District Clerk before the close of polls on May 18, 2021 showing a cancellation mark of the United States Postal Service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States Government; or received not later than 5:00 p.m. on May 18, 2021 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the election. 

 

AND FURTHER NOTICE IS HEREBY GIVEN that the boundaries, registration places and polling places of the election districts of said school district for the May 18, 2021 annual budget vote and election are as follows:

 

 

SCHOOL ELECTION DISTRICT NO. 3:  all that portion of Monticello Central School District lying in the Town of Mamakating.  Polling and registration place at the Emma Chase School, 28 Pennsylvania Avenue, Wurtsboro, New York.

 

SCHOOL ELECTION DISTRICT NO. 2:  all that portion of the Monticello Central School District lying in the Town of Bethel.  Polling and registration place at the Dr. Duggan Community Center, 3460 Route 55, White Lake, New York.

 

SCHOOL ELECTION DISTRICT NO. 1:  all the remainder of Monticello Central School District.  Polling and registration place at the Robert J. Kaiser Middle School, 45 Breakey Ave., Monticello, New York.

 

AND FURTHER NOTICE IS HEREBYGIVEN that the register of the School District, so prepared pursuant to Section 2014 of the Education Law, will be filed in the office of the District Clerk, 60 Jefferson Street, Suite 3, Monticello, NY 12701, where it will be available for inspection by any qualified voter of the District on or after May 13, 2020, between the hours of 8:00 AM and 4:00 PM on weekdays, between the hours of 9:00 AM and 12:00 PM on Saturday, May 15, 2021, and on the day set for the annual meeting and election at each of the polling places set forth above.
