  2008-09 School Budget - Budget Vote is May 20
 

 

Welcome to the budget page

Monticello School District residents will go the polls on May 20 to vote on a proposed $73,806,760 budget for the 2008-09 school year. The plan, which represents an increase of 5.72% over the current budget, is the lowest budget increase in 10 years.

In addition to the proposed budget, district residents will go to the polls on Tuesday, May 20, to vote on the following:
 

  • Proposition to authorize the purchase of three replacement buses, for a total cost of $330,000. This purchase would be eligible for a State aid reimbursement of 65 percent (which means we could get up to $214,500 back from the State).
     
  • Elect three Board of Education members (two candidates will be elected for three-year terms, one candidate will be elected for a two-year 41 day term, starting July 1, 2008, to succeed Alyce Van Etten, Liza Glick and Vivian Gambino Liff, respectively).
     

FYI: if the budget is not approved by voters, the Board of Education has the option to put the same budget up for another vote, put a revised budget up for vote or adopt the contingency budget. Because district officials and the Board of Education were very cautious with spending and created a budget below the contingency budget, the difference in the proposed tax levy increase between the proposed budget and the contingency budget is only about 1%.

A public budget hearing was held on Tuesday, May 6, at 7 p.m. in the RJK Middle School cafeteria explaining in detail each aspect of the proposed 2008-09 budget.

Voter Registration
District residents who wish to register may do so, by appointment, between 9 a.m. and 4 p.m. daily, except weekends and holidays, at the office of the District Clerk, Mary Ryan Buchholz, Administration Building, 237 Forestburgh Road in Monticello. Registration must take place five (5) days preceding the Tuesday, May 20, 2008, budget vote and Board of Education election.

Residents can also register to vote with the main office secretary at each district school beginning May 5. Registration hours will be the same as the daily schedule of each school. Please bring valid identification and current proof of residency with your present address listed.

Voter Registration Day - May 13, 2008
A Voter Registration Day will be held on May 13. On that day, residents will have the opportunity to register to vote from 4 p.m. to 8 p.m. at each of the district polling locations.

Voter Qualifications
In order to be legally qualified to vote in the annual school district budget vote and Board of Education election, a person must be:
 
A citizen of the United States.
 
Eighteen years of age or over.
 
A resident within the Monticello School District for a period of at least 30 days immediately preceding the voting.
 
Registered to vote. The registration of voters is valid for a period of four years. If the resident has not voted within that period, they must re-register. All new residents must register to vote.

Those residents of the district who are registered to vote in a general election are eligible to vote at school district meetings and elections without further special school district registration.

Absentee ballot applications available
Applications for absentee ballots may be applied for at the office of the District Clerk beginning March 31. Completed applications must be received by the District Clerk at least seven (7) days before the election, if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter.

Anyone can pick up multiple absentee ballot applications from the District, although only the voter can personally pick-up an absentee ballot. If the ballot is to be mailed, it must be mailed to the voter.

Absentee ballots must be filed in the office of the District Clerk no later than 5 p.m. on May 20. For more information call Mary Ryan Buchholz at 794-7700, ext. 70501.

 

STAR savings and rebate information
The 2008-09 State budget includes the Middle Class and Enhanced STAR rebate program for taxpaying homeowners. As was last year, the expanded property tax relief program for is based on a combination of factors, including the tax rate for the school district, the homeowners income, the tax rate for the school district and where the property is located.

Property owners who received a Basic STAR exemption on their 2007-08 school tax bills will need to apply to the State Department of Taxation and Finance in order to receive a rebate check.

Senior citizens who are property owners and receive the Enhanced STAR exemption
on their 2007-08 tax bill, will not have to apply, but will receive a rebate check automatically.

The New York State Tax Department will notify property owners of the program and provide application instructions beginning in August. Rebates checks are scheduled to be mailed in the fall of 2008.

Please note, schools do not administer the STAR rebate program. This comes in the form of a rebate check, not a reduction in your school tax bill.

Monticello Board of Education petitions available - Please note, the official deadline to file a BOE petition has passed for the 2008 election. The following is for informational purposes only.

Petitions nominating candidates for the Monticello Board of Education are available in the Office of the District Clerk, in the Central Administration Building, 237 Forestburgh Road, Monticello.

To elect three (3) trustees of the Board of Education; two (2) trustees for three (3) year terms commencing July 1, 2008 and expiring on June 30, 2011 and one (1) trustee for two (2) years and forty one (41) days commencing May 21, 2008 and expiring on June 30, 2010.

The following vacancies are to be filled on the Board of Education:
