MONTICELLO CENTRAL
SCHOOL DISTRICT SAFETY PLAN
There have been some concerns about the
district’s safety plan and disaster preparedness planning guide.
There are some concerns
shared with us from the community stating that we do not have
these plans or that they are not practiced or reviewed in a
timely manner. Each building has a safety committee who reviews
their safety plans and the same plans are submitted to the
district and are compiled along with the disaster preparedness
plans to create our Disaster Preparedness Planning Guide.
The Guide is quite extensive and covers many topics. The first
section of the Guide presents the reader with an introduction,
emergency personnel flowcharts, and phone directories. The guide
is then broken down into sections which cover a myriad of
topics.
Section 1
details the district's response to fires and explosions. The
section advises administrators concerning responding to false
alarms, resetting alarms, explosions, and fires.
Section 2 relates to medical emergencies. It covers the
district policies and procedures concerning epidemics, epileptic
convulsions, food poisoning, head lice, heart attack,
respiratory arrest, school bus accident, shock, and toxic
exposure.
Section 3
deals with environmental problems. In this section direction is
given concerning floods and thunderstorms, snow and ice, severe
storms that are countywide, tornadoes, hazardous waste spills,
water contamination, radiological incidents, air pollution,
earthquakes, and drought.
Section 4
concerns civil disturbances. Guidance and procedures for bomb
threats, vandalism, student demonstrations, hostages, intruders,
and kidnapping are discussed and presented.
Section 5 covers any systems failure within the district.
For example if the electrical system fails there is a process
and procedure to be followed. The same holds true for energy
loss or reduction, loss of transportation fleet, heating
systems, structural failures, loss of buildings, water failure,
gas leak, sewage system, roof failure, or an in-house toxic
materials spill.
We want to assure the general public that there are
contingency plans for all of the above mentioned situations and
that these plans are reviewed yearly with the proper
authorities, our administrators and the school’s safety teams.
After each school’s safety team and administrators review their
plan they submit the plan to the Acting Superintendent and he
reviews them. The plans are then submitted to our safety
consultant at Sullivan BOCES and local police and emergency
personnel. This year we have requested tabletop drills and a
comprehensive review of our plans by the state police.

Please note that Dr.
Michel cannot share with you when we will be holding drills or
our complete response plans due to security and safety
considerations.
