Sullivan County Partnership Board – Dr. Patrick Michel, along with eight other Sullivan County Partnership members were elected as Board Members. Each will serve a three year term, beginning on October 4, 2007.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Elizabeth Bergamo Bassett to the probationary position of Tenure Area, Art, Step 10, at a salary of $52,090 pro-rated, per year, effective September 1, 2007. Replacing Tara Andrews.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Shari Biro to the probationary position of Tenure Area, Administrator of Pupil Services, at a salary of $92,000 pro-rated, per year, effective September 1, 2007. Replacing Karen Simon.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Mary Brown to the probationary position of Teaching Assistant, at a salary of $18,000 pro-rated, per year, effective September 1, 2007. New Position.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Jenel Buckley to the probationary position of Tenure Area, English, Step 1, at a salary of $38,687 pro-rated, per year, effective September 1, 2007. Replacing Maureen White.

E.2.k. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Brian Caruso to the probationary position of Tenure Area, Physical Education, Step 1, at a salary of $38,687 pro-rated, per year, effective September 1, 2007. Replacing Melinda Whitaker.

E.2.l. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Chester Grant to the probationary position of Tenure Area, Physical Education, Step 5, at a salary of $43,558 pro-rated, per year, effective September 1, 2007. Replacing Doug Murphy.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Laurie Kilgore to the probationary position of Tenure Area, Art, Step 3, at a salary of $40,984 pro-rated, per year, effective September 1, 2007. Replacing Joseph Fioramonti.

E.2.n. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Mary Lambert to the position of “504 Aide”, at a salary of $10.56 per hour for 6 hours per day, and 185 days per year, prorated for a probationary period of 60 work days, with benefits as per the Teacher’s Aide, replacing new position, to be effective September 4, 2007.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Kim Lawson to the probationary position of Tenure Area, Health/Physical Education, Step 1, at a salary of $38,647 pro-rated, per year, effective September 1, 2007. Replacing Patrick Caltabiano.

E.2.p. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Catherine Madnick to the probationary position of Tenure Area, Social Studies, Step 6, at a salary of $44,811 pro-rated, per year, effective September 1, 2007. Expansion of Existing Position by .2 creating a 1.0 full time position.

E.2.q. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Stephan Matuszak to the probationary position of Tenure Area, Social Studies, Step 1, at a salary of $38,687 pro-rated, per year, effective September 1, 2007. Replacing Tim Lewin.

E.2.r. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Theresa Owens to the probationary position of Teaching Assistant, at a salary of $18,000 pro-rated, per year, effective September 1, 2007. New Position.

E.2.s. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Karen Simon to the probationary position of Tenure Area, Administrator of Pupil Personnel Services, at a salary of $97,000 pro-rated, per year, effective August 24, 2007 to August 24, 2010. Replacing Edward Escobar.

E.2.t. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Catherine Smith to the probationary position of Teaching Assistant, Level One, at a salary of $18,849.75 pro-rated, per year, effective September 16, 2005 to September 16, 2008. New Position.

E.2.u. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Caryn Waichman to the position of Teacher Aide, at a salary of $9.06 per hour for 6 hours per day, and 185 days per year, prorated for a probationary period of previously served, with benefits as per the Teacher’s Aide, replacing vacancy, to be effective September 4, 2007.

Patrick Caltabiano, RJK Middle School Health and Physical Education Teacher, wishes to resign effective July 27, 2007.

Edward Escobar, Assistant Director of Pupil Personnel Services, wishes to resign from this position in order to accept the position of Director of Pupil Personnel Services, effective July 1, 2007.

E.2.x. RESIGNATION
Joseph Fioramonti, High School Visual Arts teacher, wishes to resign effective August 26, 2007.

E.2.y. RESIGNATION
Margaret Katzenberger, Elementary Teacher at Cooke Elementary School, wishes to resign for the purpose of retirement, effective July 1, 2008. Margaret Katzenberger is entitled to all benefits of the Monticello Teacher’s Association/Monticello Central School District Negotiate Agreement for which she is eligible.

E.2.z. RESIGNATION
Sara Kozachuk, Teacher’s Assistant at the Rutherford Elementary School, wishes to resign effective August 1, 2007 in order to accept the position of AIS Teacher at the Rutherford Elementary School, effective September 1, 2007.

Tim Lewin, RJK Middle School Social Studies Teacher, wishes to resign effective August 9, 2007.

New Position.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Alma Buckley to the probationary position of Teaching Assistant, Level One (pending) at a salary of $18,000 pro-rated, per year, effective September 1, 2007 to September 1, 2010. Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Ramona Gray to the position of Part Time Teacher Aide, at a salary of $7.75 per hour for a max 3.5 hours per day, and 185 days per year, prorated for a probationary period of N/A, with benefits as per the N/A, new part time position, to be effective September 1, 2007.

E.2.jj. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Deborah Jackson to the position of Bus Monitor, at a salary of $7.25 per hour for hours to be determined by the Director and 185 days per year, prorated for a probationary period of six (6) months, with benefits as per the Bus Monitor, replacing vacancy, to be effective September 4, 2007.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Sandra Kaiser to the position of Student Services Liaison, at a salary of $12.00 per hour for 6.5 hours per day, and 185 days per year, prorated for a probationary period of 60 work days, with benefits as provided, replacing Linda Satenstein, to be effective September 4, 2007.

Resolved, that the Board of Education of the Monticello Central School District, pursuant to Section 3012 of the Education Law and in compliance with Part 30.3 of the Rules of the Board of Regents, upon the recommendation of the Superintendent of Schools, does hereby appoint Elizabeth F. Mellander to the probationary position of Tenure Area, English as a Second Language, Step 1, at a salary of $40,952 pro-rated, per year, effective September 1, 2007. Replacing Jason Doyle.

6:0 F.2.g. BOND RESOLUTION – EXCEL PROJECT
RESOLVED: That the Board of Education of the Monticello Central School District is hereby authorized to reconstruct and construction improvements to various school district facilities, including incidental expenses, and that $7,250,360, or so much thereof as may be necessary after application of Excel Aid and other State Aid as applicable, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.

INFORMATION AND DISCUSSION
H.a Compliance with Section 1708 of New York State Education Law Annual Visit to Schools - A schedule will be provided at the next Board of Education Meeting – September 6, 2007.

H.b. Policy Committee – Is all on-line. Any questions can be directed to Central Office.

H.c. Audit Committee – The next meeting is being arranged and will be announced at next Board of Education Meeting – September 6, 2007.

H.d. Public Relations – Nothing to report

H.e. Facilities Committee & Excel Aid (update on work done during break) – John Travis reported that High School projects will be complete before school starts. Roofs are being finished on both Cooke and Duggan Elementary Schools. New sign at the entrance of the High School will have lights installed the week of 8/27/07.

H.f. Fund Balance Bill – Fund Balance Bill signed into Law – Chapter 238 of the Laws of 2007. Governor Spitzer signed Legislation that increases the amount of undesignated fund balance that may be retained by school districts in New York State. This legislation also expands the Property Tax Report Card to include information regarding the district’s actual and projected fund balance.

H.g. Recycling – Lauri McBride, a Monticello Central School District teacher – Has done research on costs relating to establishing recycling receptacles within the school district. Would like to see students get involved with recycling through the Environmental Club.

H.h. Teaching Assistants – Upon updating Teaching Assistants tenure status for those currently employed in the District, it was found that proper procedures were not followed. Therefore, it was discovered that a total of eight (8) Teaching Assistants have received tenure by estoppel. New procedures have now been set into place and a database has been created to track each Teaching Assistant employed at Monticello Central School District.

H.i. Information for NYSSBA – Update contact information sheets were distributed to the Board members. Upon completion they will return to Central Office.

H.j. Voting Delegates Guide for NYSSBA Conference – Will be discussed again at the September 6, 2007 Board meeting due to several board members not present at August 23rd meeting.
