by Tara Buckstad at 6:11p.m. to discuss collective negotiations
pursuant to Article 14 of the Civil Service Law (Taylor Law); the
medical, financial, credit or employment history of a particular
person or corporation, or matters leading to the appointment,
employment, promotion, demotion, discipline, suspension, or removal
of a particular person or corporation

C. Patrick Michel reported out that the Alliance Group meeting that
was scheduled for July 16, 2007 was canceled at the last minute, due
to a published newspaper article’s appearance the prior day. More
information will be forthcoming in the future.

of Education, upon the recommendation of the Superintendent Approved

D.2.a. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Normearleasa Jackson to a tenured position of
Assistant Principal, effective August 1, 2007 at a salary of
$95,000, per year pro-rated.
D.2.b. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Theresa A. Booth to the probationary position of
Tenure Area, English, Step 7, at a salary of $47,289 pro-rated, per
year, effective September 1, 2007. New Position.

D.2.c. LEAVE REPLACEMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Sara L. Kozachuk to the Leave Replacement position of
Tenure Area, Grade 1 – 6 Elementary Education, Step 1, at a salary
of $38,687, pro-rated, per year, effective September 1, 2007 to June
30, 2008. Replacing Julie Furman.
D.2.d. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Tamara Porter to the probationary position of Library
Media Specialist, Step 1, at a salary of $39,912, pro-rated, per
year, effective September 1, 2007. New Position.
D.2.e. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Melanie Hector to the probationary position of
Elementary Education, Step 2, at a salary of $39,643, pro-rated, per
year, effective September 1, 2007. New Position.
D.2.f. RESIGNATION
Melinda Whitaker, High School Physical Education Teacher, wishes to
resign effective July 16, 2007.
D.2.g. LEAVE REPLACEMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Regina Kaufmann to the Leave Replacement position of
Tenure Area, K-12 Art, Step 1, at a salary of $38,687, pro-rated,
per year, effective September 1, 2007 to January 2, 2008. Replacing
Wendy McCauliff.
D.2.h. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Pat Healy to the position of Contract Bus Driver, at
a salary of $17.71 per hour* for 5 hours per day, and 185 days per
year, prorated for a probationary period of N/A, with benefits as
per the Transportation contract, to be effective, July 1, 2007,
replacing N/A. *Rate to be adjusted as determined by contract
negotiations.
D.2.i. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Tad Tubiak to the position of Contract Bus Driver, at
a salary of $17.71 per hour* for 5 hours per day, and 185 days per
year, prorated for a probationary period of N/A, with benefits as
per the Transportation contract, to be effective, July 1, 2007,
replacing N/A. *Rate to be adjusted as determined by contract
negotiations.
D.2.j. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Sally Feller to the position of Special Education
Aide, at a salary of $8.00 per hour for 6 hours per day, and 185
days per year, prorated for a probationary period of 60 work days
with benefits as per the Teacher Aide contract, to be effective
September 1, 2007. Replacing Jody Gonzalez.
D.2.k. APPOINTMENT
Resolved, that the Board of Education of the Monticello Central
School District, pursuant to Section 3012 of the Education Law and
in compliance with Part 30.3 of the Rules of the Board of Regents,
upon the recommendation of the Superintendent of Schools, does
hereby appoint Cynthia Shope to the probationary position of
Elementary Education, Step 1, at a salary of $38,687, pro-rated, per
year, effective September 1, 2007. New Position.

of Education, upon the recommendation of the Superintendent approved
the following Bids: Copy Paper Bid, Nurse Supply Bid, Music Bid,
Interscholastic Supply Bid (Fall Only), Physical Education Bid,
Custodial Bid.
7:0 E.2.g. ENERGY CONTRACT
Upon motion by Richard Feller, seconded by Alyce Van Etten, the
Board of Education, upon the recommendation of the Superintendent
unanimously tabled the Ameresco Energy Contract.
7:0 E.2.h. PRIVATE TRANSPORTATION REQUEST
Upon motion by Alyce Van Etten, seconded by Yvonne Housman, the
Board of Education, upon the recommendation of the Superintendent
unanimously approved the Private Transportation Request for Glory to
God Christian School, Liberty, NY.
7:0 E.2.i. SALARY ADJUSTMENT FOR LONG TERM CLERICAL SUBSTITUTE,
MARILYN ARRIAGA
Upon motion by Yvonne Housman, seconded by Tara Buckstad, the Board
of Education, upon the recommendation of the Superintendent
unanimously approved the Salary Adjustment for Long Term Clerical
Substitute, Marilyn Arriaga, from $9.00 per hour to $10.50 per hour,
for the duration of her stay in Central Office.
7:0 E.2.j. PRIVATE TRANSPORTATION REQUEST
Upon motion by Richard Feller, seconded by Liza Glick, the Board of
Education, upon the recommendation of the Superintendent unanimously
approved to remove E.2.j. Private Transportation Request from the
Agenda, due to duplication.
7:0 Upon motion by Eugene Nesin, seconded by Liza Glick, the Board
of Education, upon the recommendation of the Superintendent
unanimously approved to add E.2.k., Senior Account Clerk Stipend,
and E.2.l., Resolution for Official Newspaper to the Agenda.
7:0 E.2.k. SENIOR ACCOUNT CLERK STIPEND
Upon motion by Alyce Van Etten, seconded by Eugene Nesin, the Board
of Education, upon the recommendation of the Superintendent
unanimously approved the Senior Account Clerk Stipend of $2,500 to
be paid to Susan Cohen, Senior Account Clerk, while the District
hires and transitions the new accountant.
7:0 E.2.l. OFFICIAL DISTRICT NEWSPAPER DESIGNATION
Upon motion by Richard Feller, seconded by Liza Glick, the Board of
Education, upon the recommendation of the Superintendent,
unanimously adopted the following Resolution: The Board of Education
of the Monticello Central School District hereby appoints the
Sullivan County Democrat as the Monticello School District’s
official newspaper. It is further resolved that the Monticello
Central School District designate the Times-Herald Record for the
purpose of ad-vertising contracts pursuant to General Municipal Law
Section 103.

INFORMATION AND DISCUSSION
G.1 Compliance with Section 1708 of New York State Education Law
Annual Visit to Schools
Visits will begin again in September. Schedule will be available
late August or early September.
G.2. Public Relations – The next meeting will take place on August
7, 2007 at Central Office.
G.3. Facilities Committee – The next Excel meeting will take place
on July 31, 2007.
G.4. Contract for Excellence (C4E) – Monticello Central School
District was required to submit its C4E to the State by July 16,
2007. Central Office has sent its narrative to the State, within
deadline and has met all of its obligations.
G.5. Summer Construction – The new sign will be erected at the
entrance of the High School sometime during the week of July 23,
2007.
A letter has been sent out to the construction contractors
indicating that August 1, 2007 is the unyielding deadline for
completion of construction projects.
G.6. Tenth Grade SLC Update – The High School faculty is being
trained the week of July 23, 2007 by trainers from the American
Alliance for Innovative Schools (AAIS). This is part of an $800,000
Smaller Learning Community grant. The training will enable the ninth
grade freshman academy to have a smoother transition to tenth grade.
Next level portfolio training will also be provided.
G.7. Recent Court of Appeals Decision – Court of Appeals for the
Second Circuit’s decision upholds a school district’s right to
discipline students for off-campus speech. It is significant because
a student’s off-campus cyberspace activities may substantially
disrupt the work and discipline of the school.
G.8. Teaching Staff and Administrative Salaries – A comparison of
2006-2007 salaries with the salaries of the 2007-2008 school year
was given. Budgetary targets were discussed in conjunction with the
Contract For Excellence funds or allocations.
