NOTICE OF SPECIAL SCHOOL DISTRICT MEETING
PERSONAL REGISTRATION AND AVAILABILITY OF ABSENTEE BALLOTS
Monticello Central School District
Sullivan County, New York

PLEASE TAKE NOTICE that a Special School District Meeting of the Monticello Central School District, Sullivan County, New York, will be held on December 19, 2017 (the “Meeting Date”) at 8:00 o'clock A.M., in the election districts heretofore established and hereinafter described, in Monticello, New York, at which the polls will be kept open between the hours of 8:00 o'clock A.M. and 8:00 o'clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the following bond proposition:

BOND PROPOSITION
Shall the following resolution be adopted, to wit:
RESOLVED, shall the Monticello Central School District, Sullivan County, New York, be authorized to construct additions to and reconstruct various School District buildings and facilities and construct a new bus garage in and for said School District, including site improvements (and athletic facility improvements), original furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $100,000,000, and that $8,000,000 of Capital Reserve Fund monies shall be expended therefor and the remaining $92,000,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued.

SEQRA DETERMINATION: The School District has acted as lead agency under the State Environmental Quality Review Act regulations of the State of New York. The capital project herein described has been determined to be a “Type I Action" pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, it has been determined will not result in any significant adverse environmental impact. The SEQRA compliance materials are on file in the Office of the School District Clerk and are available for public inspection during regular office hours.
ABSENTEE BALLOTS: NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the School District Clerk beginning November 3, 2017. Any such application must be received by the District Clerk at least seven (7) days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting, if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee voter’s ballots shall have been issued shall be available for public inspection in the office of the School District Clerk not less than five (5) days prior to the date of the Special District Meeting (excluding Saturdays and Sundays) during regular office hours between the hours of 8:00 A.M. and 4:00 P.M. on weekdays, prior to the date of the aforesaid Special District Meeting. Absentee ballots must be received by 5:00 P.M. prevailing time on date of election in the office of the School District Clerk. Pursuant to Section 2018-a of the Education Law, qualified voters who meet the criteria for “permanently disabled” and are so certified by the Sullivan County Board of Election, will receive absentee ballots by mail.

PERSONAL REGISTRATION: FURTHER NOTICE IS HEREBY GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register.

The Board of Registration will meet at each of the registration places designated below on December 12, 2017, between the hours of 4:00 PM and 8:00 PM, prevailing time, to prepare the register of the School District for the Special District Meeting, and any person not heretofore registered shall be entitled to have his or her name placed upon such register, provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Special District Meeting for which the register is prepared.

NOTICE IS FURTHER GIVEN that qualified voters of the Monticello Central School District may register at the office of the School District Clerk of the Monticello Central School District at 237 Forestburgh Road on any school day between the hours of 8:00 AM and 4:00 PM prevailing time up until December, 14, 2017. At this time any person shall have their name placed on the election register, provided that at such time the person has proven to the satisfaction of the Clerk that he/she shall be entitled to vote.

NOTICE IS FURTHER GIVEN that the register of the School District, so prepared pursuant to Section 2014 of the Education Law, will be filed in the office of the School District Clerk, 237 Forestburgh Road, Monticello, NY 12701, where it will be available for inspection by any qualified voter of the District on or after December 14, 2017, between the hours of 8:00 AM and 4:00 PM on weekdays, between the hours of 9:00 am and 12:00 p.m. on Saturday December 16, 2017, and on the day set for the Special District Meeting at each of the polling places set forth above.

QUALIFIED VOTERS: All U.S. citizens who have lived in the School District at least 30 days prior to the date of the Special District Meeting are eligible to vote if they are at least 18 years old, and not otherwise prohibited from voting under the provisions of Section 5-106 of the Election Law. Registration is required as described above.

ELECTION DISTRICTS: NOTICE IS HEREBY GIVEN that the boundaries, registration places and polling places of the election districts of said School District are as follows:

SCHOOL ELECTION DISTRICT NO. 5: all that portion of Monticello Central School District lying in the Town of Forestburgh. Polling and registration place at the Forestburgh Town Hall.

SCHOOL ELECTION DISTRICT NO. 4: all that portion of Monticello Central School lying in the Town of Thompson and described as follows: beginning at the point where the Town lines of Fallsburg, Mamakating and Thompson intersect and run thence Southwesterly along the East bounds of the Town of Thompson to the point where the Town lines of Thompson, Mamakating and Forestburgh intersect; thence Westerly along the South bounds of the Town of Thompson to a point in the center of Town Road #83 or Murran Road-Rose Valley; thence Northerly along the center of Town Road #33 to a point in the center of State Highway Route 17; thence Easterly along the center of Route 12 to a point opposite the center of Town Road #60 or Towner Road; thence Northerly along the center of Town Road #60 to a point on the North bounds of the Town of Thompson; thence Easterly along the North bounds of the Town of Thompson to a point in the center of the Neversink River; thence Southerly along the center of the Neversink River to a point on the North bounds of the Town of Thompson; thence Easterly along the North bounds of the Town of Thompson; to a point or place of beginning, with the polling place and registration place at the Rock Hill Fire Department building, in Rock Hill.

SCHOOL ELECTION DISTRICT NO. 3: all that portion of Monticello Central School District lying in the Town of Mamakating. Polling and registration place at the Emma Chase School in Wurtsboro.

SCHOOL ELECTION DISTRICT NO. 2: all that portion of the Monticello Central School District lying in the Town of Bethel. Polling and registration place at the Dr. Duggan Community Center in White Lake.

SCHOOL ELECTION DISTRICT NO. 1: all the remainder of Monticello Central School District. Polling and registration place at the Robert J. Kaiser Middle School, 45 Breakey Ave., Monticello.

SNOW DATE: In the event schools are closed on the Meeting Date, the Special District Meeting will be held on December 20, 2017.
